The Resources section in the Shop and Inventory contains Chargers for collections and items for assembling rarities.
Chargers are used in the Collections window.
You can find them as rewards for Quests, Collections, and game Events, as well as in gifts and in Monster treasuries. You can also get them by completing levels and mini-games.
